The federal government should play a more active role in building consensus on difficult issues and identifying actions that would allow stakeholders to work together toward common goals. Both Congress and the executive branch should evaluate the extent to which the Federal Advisory Committee Act poses a barrier to successful multi-stakeholder processes, and they should amend regulations to help accomplish this.
