As part of restructuring legislation, permit demand-side management services currently provided by electric power utilities to be sold separately from other services so that value-added services such as energy efficiency and conservation can be offered for profit.

Energy Efficiency Services

On August 22nd, 2007 Graham Richard says:
This approach may not be the best solution to the utlities problem of selling less power means less revenues. We need to consider public benefit fees. The advantage of these is that all users pay a small amount and all users can get energy efficiency services. This lowers the hurdle of having to pay a market rate for energy efficiency service.
