Develop methods to account for greenhouse gas emissions reductions if builders choose to construct homes that are more efficient than local standards. The methods should include appropriate protocols to verify and quantify those reductions against a credible benchmark.

Raise the bar instead

Global developers are already producing green homes and buildings above local standards. Providing rewards for developers who choose to build more energy efficiently than local code doesn't significantly change originally intended behavior--if they chose to build green, it was likely to receive a higher return or fit a client's needs. The solution, in my opinion, lies in raising the bar--increasing the MINIMUM standards--not rewarding those already exceeding them. By greening minimum requirements, you can change an industry and actually REDUCE emissions instead of taking credit for emissions that wouldn't have been built into a particular development anyway.
